Section 86 Committees of Management - Special Committees of Council

Section 86 Committees are established by Council under Section 86 of the Local Government Act 1989 to directly manage property and facilities on behalf of the City of Greater Bendigo.  Section 86 Committees (S86) has delegated responsibilities and duties.

When a Council delegates its authority under Section 86 of the Local Government Act, this means:

  • Lawful actions of the S86 Committees are in effect actions of the Council
  • S86 Committees do not need to be incorporated
  • S86 Committees are protected by insurance applicable to Council whilst undertaking their duties on behalf of Council
  • S86 Committee members must be appointed by Council
  • S86 Committees must only act within the area in which power has been delegated to them by Council under an Instrument of Delegation document  
  • S86 Committees must keep records in accordance with the Local Government Act i.e. minutes of meetings and appropriate financial records

We have approximately 50 Committees of Management appointed under Section 86.

These committees include recreation reserves, sporting stadiums, public halls, open space and native reserves.  We are also involved with a large number of other committees including crown land and community committees.

The main client group for Committees of Management is the community. 

A good relationship with the community is an important part of ensuring that a facility is well used, enjoyed, appreciated and developed by all.

The City of Greater Bendigo encourages community involvement in the management and development of community facilities to ensure that community needs are met and resources remain in the hands of the community.
