Planning Scheme Amendment C271 - 55 Condon Street, Kennington

The City of Greater Bendigo has prepared planning scheme amendment C271gben (the Amendment) to the Greater Bendigo Planning Scheme.  The Amendment proposes to apply a Heritage Overlay (HO937) to part of the land at 55 Condon Street, Kennington.  The Amendment is required to protect the existing dwelling on the site known as  “La Rocca” residence, and the “Former East Bendigo Observatory” building which were both designed by  local architect John Beebe and constructed in 1900.  Both buildings have been identified  as being of heritage significance to the City of Greater Bendigo.         

The Amendment was on public exhibition from Thursday November 18 until Monday December 20, 2021, following which, seven submissions were received. On April 20, 2022, Council resolved to request the Minister for Planning to appoint an Independent Panel to consider all submissions received for the Amendment. The Minister for Planning appointed the Independent Panel on May 5, 2022.

A Panel hearing was held on Tuesday June 21 and Wednesday June 22, 2022 by video conference to hear the submissions received for the Amendment.   On August 22, 2022,  Council resolved to adopt the Amendment with changes as recommended by the Panel and the Amendment was subsequently forwarded to the Minister for Planning for final approval.   

The approval of the Minister for Planning was published in the Government Gazette on January 20, 2023, date on which the changes proposed by the Amendment came into effect in the Greater Bendigo Planning Scheme.

The Amendment is now finished.
