Planning Scheme Amendment C243 – Heathcote Flood Study
The City of Greater Bendigo prepared planning scheme amendment C243 in conjunction with the North Central Catchment Management Authority. The amendment proposes to update flood planning controls in Heathcote based on modelling from the Heathcote Flood Study, 2016. It affects various properties located along either side of the McIvor Creek in Heathcote by applying or removing the Urban Floodway Zone or the Land Subject to Inundation Overlay. The amendment ensures up to date information on flooding is considered in future development proposals in Heathcote.
The public exhibition of this amendment finished on Monday April 20, 2020. A Panel Hearing was held on Tuesday September 22, 2020 by video conference (due to COVID-19 associated physical distancing requirements) to consider all opposing submissions to the amendment which the City and the North Central Catchment Management Authority have been unable to resolve. All parties to the amendment were individually invited to attend the hearing.
The Panel report including its findings and recommendation has been received and was made available to the public on November 3, 2020.
At its December 14, 2020 meeting, Council resolved to accept the Independent Panel's recommendations, adopt the amendment and to request the Minister for Planning to approve the amendment. The amendment has now been forwarded to the Minister for Planning for final approval.
Upon the decision of the Minister for Planning to approve the amendment (with or without changes), a notice will be placed in the Government Gazette. On the date the notice is placed in the Government Gazette, all the changes proposed by the amendment will come into effect and will form part of the Greater Bendigo Planning Scheme.
