Bendigo Gasworks site
The Department of Treasury and Finance have undertaken remediation works at the former Bendigo Gasworks located at 8–32 Weeroona Avenue, Bendigo. The remediation is required to clean the site which is contaminated by the historical gas production activities and associated waste products.
The State of Victoria has identified the remediation of the site as a key priority project with funding sourced from the Department of Environment, Land, Water and Planning administered Sustainability Fund.
The remediation has protected and enhanced the site’s heritage value and has been overseen by an Environment Protection Agency approved independent environmental auditor.
The remediation works included the demolition and removal of some minor non-heritage listed infrastructure, removal of some trees, excavation of soil contamination, and the placement of clean soil material across the site. The historic purifier shed has been dismantled to allow works to take place however it will be reconstructed in April to June 2021.
No local roads will be closed while the works are taking place.
Following completion of the remediation works the site will be handed to the City of Greater Bendigo for future redevelopment and community use.
History of the Bendigo Gasworks site
The former Bendigo Gasworks operated from 1860 to 1973. The site has generally remained unchanged since 1973, with the exception of a tram depot which was established in the northern section of the site in the mid-1980s. Infrastructure remains at the site forming one of the most intact gasworks sites in Australia.
The gasworks infrastructure is listed on the Heritage Council of Victoria’s Victorian Heritage Register. Waste products produced at the site are reported to include coal tars, ammoniacal liquors and spent oxides. Waste products are thought to have been stored/deposited in several tar pits and effluent wells located on site.
Remediating the site
A Clean Up Notice under Section 62A of the Environment Protection Act 1970 (Notice ID: 90009453) was issued for the site. The site is the subject of an environmental audit in accordance with Section 53X of the Environment Protection Act 1970.
The appointed Environmental Auditor is Mr Phil Sinclair of Coffey Pty Ltd and Golder Associates Pty Ltd is the Environmental Consultant.
A Clean Up Plan for the site has been developed which describes the adopted remediation option of the site. This plan has been endorsed by the Auditor and approved by the Environment Protection Authority Victoria.
The Department of Treasury and Finance is responsible for the remediation of site contamination and has engaged Enviropacific Services Pty Ltd as the contractor to undertake the remediation works.
Future Bendigo Gasworks site redevelopment by the City of Greater Bendigo
In 2017/2018 the City of Greater Bendigo undertook some preliminary design work on a redevelopment option for the Gasworks site. The option includes new pedestrian/cycle path links across the creek to Lake Weeroona, an interpretive trail, a new plaza for events, markets and site interpretation, an event space in the heart of the site, new lighting and other services, conservation of heritage buildings, new vehicle access and parking and landscaping.
This project is currently unfunded and will require funding from future City budgets and other government grants before it can progress further.
