Community expectations
The Greater Bendigo community expects the City of Greater Bendigo (City) to operate fairly and honestly, free from misconduct and corruption. The community also expects City staff to conduct themselves with integrity and professionalism when using public funds to deliver goods and services, and to not be influenced by personal interests or greed.
Public Interest Disclosure Procedures
Victoria’s Public Interest Disclosures Act 2012 (Vic) (Act), formally known as the Protected Disclosure Act 2012 (Vic), provides protections for people who make disclosures about improper conduct in the public sector (also known as whistleblowers). The Act supports the City’s commitment to the principles of open, honest and accountable governance.
The City has developed Public Interest Disclosure Procedures to facilitate the making of disclosures about corruption, the investigation of those disclosures, and the protection of persons making those disclosures from detrimental actions. These procedures address the following questions:
- What is a public interest disclosure?
- Who can make a disclosure – and to who?
- How does the City assess if a public interest disclosure has been received?
- What does the City do if it receives a disclosure?
- What protections does the Public Interest Disclosures Act 2012 provide?

The City encourages and supports the disclosure of improper conduct by public officers or public bodies.
