Major Projects Panel

The Major Projects Panel comprises representatives across the organisation including the managers and coordinators from Statutory Planning and Strategic Planning, as well as representatives from Engineering, Public Space Design, Economy and Experience and others as required.

The purpose of the Major Projects Panel is to provide advice to applicants early in the conceptual stages. It will better ensure any issues are identified and can be addressed earlier in the process to provide more certainty and drive more timely decisions. It does not replace the pre-application meeting. 

Applications are eligible for the Major Projects Panel if they meet one or more of the following criteria:

•    Proposals with a value exceeding $5 million
•    Proposed large commercial or industrial business operations
•    Planning applications that apply to Council owned land exceeding $1 million in value
•    Unique or new, untested initiatives
•    Private proposals on Council owned land
•    A development or subdivision with 30 or more dwellings
•    A development of four or more storeys above ground level
•    Private planning scheme amendments (that will lead to or include one of the above outcomes)

Meetings are held fortnightly on Wednesday afternoons and may be held more frequently as required. 

General process for the Major Projects Panel to review proposals/ concepts:

  • Proposals / concept plans must be provided at least one week prior to the scheduled meeting date to allow time for internal review. Concept plans should be emailed to:

  • Written advice can be provided following the Major Projects Panel meeting
  • Alternatively the proponent can attend the Major Projects Panel meeting two weeks after their item is discussed to receive verbal feedback on the proposal and obtain further clarification

Please note: A pre-application discussion for a planning permit application may still be warranted.
