The Greater Bendigo City Council prepared Amendment C247gben (the Amendment) to the Greater Bendigo Planning Scheme (the planning scheme). The amendment affects land throughout the municipality of Greater Bendigo and proposes to improve the planning scheme by:
- Implementing further recommendations of the Greater Bendigo Planning Scheme Review, 2019.
- Making administrative changes to update the planning scheme to be consistent with the Ministerial Direction – Form and Content of Planning Schemes.
- Rezoning land which is inappropriately zoned and to correct mapping and ordinance anomalies.
- Removing overlays which are outdated or have been identified by relevant agencies as no longer required.
- Rezoning land in accordance with recommendations of the Greater Bendigo Public Space Plan, 2019 and the Commercial Land and Activity Centre Strategy, 2015.
The Amendment was on public exhibition from November 17 to December 19, 2022. Submissions received to the amendment were considered by Council at the Council Meeting on February 27, 2023. Council resolved to accept the submissions received, including one late submission, to adopt the recommendations detailed for each submission and to request the Minister for Planning to appoint an independent panel to consider all submissions received.
The Minister for Planning appointed a one-person Panel to hear and consider submissions on May 1, 2023. The Panel has prepared a report of their recommendations, which is now publicly available. You are able to inspect the Amendment and any associated documents, including the panel report, free of charge, at the Department of Transport and Planning website.
Council considered the recommendations of the panel at the July 2023 meeting and adopted the proposed changes. The Minister for Planning approved the Amendment for inclusion in the Greater Bendigo Planning Scheme on 14 December 2023, and the approval was published in the Victorian Government Gazette on 11 January 2024.
