Amendment C275gben (the amendment) to the Greater Bendigo Planning Scheme (the planning scheme) has been prepared to implement the recommendations of the Victorian Miners’ Housing Serial Listings – Stage 2 Study (Trethowan Architecture, November 2021). The amendment affects 156 properties across Bendigo, Flora Hill, Golden Gully, Golden Square, Ironbark, Long Gully, North Bendigo, Quarry Hill and West Bendigo by:
- Applying the Heritage Overlay (HO1000) to
59 early Miners’ Cottages in Bendigo, Golden Gully, Ironbark, Long Gully, North Bendigo and Quarry Hill. - Applying the Heritage Overlay (HO1001) to
42 Quartz Gold Boom Miners’ Houses in Bendigo, Golden Square, Long Gully and West Bendigo. - Applying the Heritage Overlay (HO1002) to
49 Workers’ and Mine Speculators’ Houses in Bendigo, Flora Hill, Golden Square, Ironbark, Long Gully and Quarry Hill. - Applying the Heritage Overlay (HO1003) to
6 Quartz Reefers’ Houses in Bendigo, Golden Gully, Golden Square, Long Gully and Quarry Hill.
The amendment was on public exhibition from Thursday March 30 to Monday May 8, 2023.
Submissions to the Amendment were received during the exhibition period and have remained unresolved. At the June 26, 2023 meeting, Council resolved to request the Minister for Planning to appoint an Independent Planning Panel to hear all submissions received.
On July 6, 2023, the Minister appointed the Independent Planning Panel following which a Directions hearing was held in Bendigo on July 27, 2023. All submitters to the Amendment were contacted by Planning Panel Victoria and were given the opportunity to be heard at this Directions hearing and at the Panel hearing.
Panel report
The Panel hearing was held at the Bendigo GovHub, 189-229 Lyttleton Terrace, Bendigo on August 24 2023 with the option to attend by video conference. The Panel has prepared a report which contains their recommendations, which you are able to inspect together with the associated Amendment documents, free of charge, at the Department of Transport and Planning website.
The Panel report will be considered at a future Council meeting to determine the next steps for the Amendment.
