The Minister for Planning has approved planning scheme amendment C275gben (the Amendment) to the Greater Bendigo Planning Scheme with changes and the notice of approval was published in the Government Gazette on Friday May 8, 2026. This is also the date when this approval came into effect.
The Amendment implements most of the findings and recommendations of the Victorian Miners’ Housing Serial Listings – Stage 2 Study Findings and Recommendations (Trethowan Architecture, amended November 2023) by:
- applying the Heritage Overlay (HO) to 142 individual heritage places
- deleting HO11 from land at two properties
- deleting HO546, HO547 and HO1004 from land at one property each
- deleting the Neighbourhood Character Overlay, Schedule 1 (NCO1) from land at 81 properties
- amending the Schedule to Clause 43.01 (HO) to insert four serial heritage listings
- amending the Schedule to Clause 72.04 (Documents Incorporated in this Planning Scheme) to insert four new statements of significance for HO1000, HO1001, HO1002 and HO1003
Background
The Amendment was on public exhibition from Thursday March 30 to Monday May 8, 2023. As a result, opposing submissions were received to the Amendment and remained unresolved. Council subsequently resolved to request the Minister for Planning to appoint a Planning Panel to hear all submissions received and to make a recommendation on the Amendment.
The Panel hearing was held in Bendigo on August 24, 2023 and the Panel submitted its report and recommendation on the Amendment to Council on October 3, 2023. On November 20, 2023 Council resolved to adopt the Amendment with changes including those recommended by the Panel.
The Amendment was provided to the Minister for Planning on November 27, 2023 and was gazetted into the Greater Bendigo Planning Scheme on May 8, 2026.
