A panel hearing was held on Tuesday May 20, 2025 with 3 submitters to the Amendment being heard.
Council considered the recommendations in the Planning Panelβs report at its September 15, 2025 meeting. Council adopted the minor changes to the Amendment recommended by the panel and agreed to forward the Amendment to the Minister for Planning to request approval.
Background
The City has prepared planning scheme amendment C282gben (the Amendment) to the Greater Bendigo Planning Scheme.
The Amendment proposes to:
- Rezone 1029 Calder Highway, Maiden Gully from Industial 1 Zone to Public Conservation and Resource Zone
- Rezone land in the road reserves adjacent to 1029 Calder Highway, Maiden Gully from Industrial 1 Zone to Farming Zone
- Amend Clause 02.03-7 and Clause 02.04 of the Municipal Planning Strategy to insert new strategic directions for economic development and to amend and insert new strategic framework plans
- Amend Clause 14.01-1L and Clause 17.03-1L of the Planning Policy Framework to insert new strategies to give effect to the Greater Bendigo Industrial Land Development Strategy 2024
- Amend Clause 15.01-1L-02 of the Planning Policy Framework to insert new strategies to give effect to the Greater Bendigo Industrial Development Guidelines 2024
- Amend Clause 72.08 of the Operational Provisions to insert two new background documents and delete two superseded background documents
- Amend Clause 74.02 of the Operational Provisions to delete completed strategic work
The amendment was on public exhibition from Friday October 31 to Friday December 5 2025 and a total of 13 submissions were received.
At its March 17, 2025 meeting, Council resolved to request the Minister for Planning to appoint an independent Planning Panel to hear all submissions received to the Amendment. On March 21, 2025 a single member panel was appointed by the Planning Minister.
