You need an Occupancy Permit for any event held at a place of public entertainment or to build a temporary structure.
Place of Public Entertainment
An enclosed or mostly enclosed area over 500m² used for public events or entertainment.
Temporary Structure:
- A stage or platform larger than 150m²
- A tent, marquee, or booth over 100m²
- A seating stand for more than 20 people
- A prefabricated building over 100m² used for public entertainment
Supporting documents:
- Site plan showing:
- Event area
- Toilet, first aid, and drinking water facilities
- Fire services (e.g. extinguishers, hose reels, hydrants)
- Emergency exits
- Any unsafe or restricted areas
- Emergency Management Plan
- Details of any special features, such as:
- Fireworks, explosives, or flammable materials (you must supply a Worksafe Victoria licence)
- Amusement rides (must be registered with Worksafe Victoria)
- Naked flames
